Anyone can create a market proposal. It starts in PROPOSED state awaiting community votes.
Community votes on-chain (support/oppose). Reaching +10 net votes approves a proposal, while -20 net votes rejects it.
Once a proposal hits the configured threshold, the bot updates it automatically so approved markets can open for trading without manual review.
